A dynamic QR code stores a short redirect address in its pattern rather than the destination itself. When someone scans it, their phone loads that short address, which looks up the current destination and forwards them there.
That one indirection is the whole point. Because the destination lives on a server instead of inside the printed squares, you can change where the code leads at any time, and every code already printed follows the change. A static QR code has the destination baked into the pattern, so changing it means generating a new code and reprinting everything that carries it.

Static codes still have a place: a Wi-Fi card at home, a plain phone number, anything that must resolve with no network round trip. For anything printed at volume or tied to a campaign, the ability to repoint the code is worth more than the independence you give up.
Every scan of a dynamic code records a timestamp, the device type and browser, and an approximate location derived from the IP address. No personally identifying information is stored, and no profile is built about the person scanning.
